Prepare Environmental Review Record and publication of appropriate notice. Prepare Request for Release of Funds and submit to state.
 
Completion of "first draw" requirements prior to requesting a drawdown of grant funds:

• Adoption and publication of fair housing resolution.
• Completion of Section 504 Handicap Accessibility Self-evaluation Checklist and related requirements.
• Notice of non-discrimination and grievance procedures.
• Ensure that preconstruction conference or meeting covers federal labor standards; submit documentation to State with Notice of Award and Start of Construction.
• Collect and review certified payroll reports for all work covered by first draw of grant funds for construction. Send to State with drawdown request.

• Set up grant/project filing system.
• Prepare budgets, schedules and contract amendments.
• Prepare cash requests, progress reports and other documents; obtain needed local signatures.
• Review certified payrolls, perform worker interviews, verify that correct base wages and fringe benefits are paid.
• Ensure the necessary construction permits are obtained by the contractor and project sign is installed.

• Ensure that Contractor/Subcontractor Agreements and Fringe Benefit summary forms are received from the contractor and all subcontractors.
• Ensure that corrective action is taken for any noncompliance with federal labor standards.

• Participate in state monitoring visits and respond to any monitoring findings or concerns.
• Ensure all Final Draw Requirements are met, including second public hearing.
• Prepare Project Completion Report.
